Ruslan Bilyk, born in Kamianets-Podolsky, Khmelnitsky region on February, 7 1973 in a working class family. Father - Grigory Bilyk, born in 1949, mother – Lyudmila Bilyk, born in 1946. Both are of the retirement age.

In 1990 finished secondary school № 14 and enrolled in Kamianets-Podolsky Agricultural Institute. While studying at university was actively engaged in scientific activities and, as a result, in 1995 was awarded with the Prize of the National Academy of Sciences for academic achievement.

In 1995 after graduating from Kamianets-Podolsky Agricultural Institute with hounors, hold the position in the State Administration of Environmental Protection in Khmelnytsky region, where started as a specialist of the 1st category and attained the position of the Deputy Chief in the State Administration. Possesses 5th category of the civil servant, 9th rank of the civil servant, civil service experience - 15 years.

In 2002 he took a refresher course at Lviv Regional Institute of State Administration of the Ukrainian Academy of State Administration under the patronage of the President of Ukraine.

In 2005 attained Master’s Degree in Public Administration at Lviv Regional Institute of Public Administration of the National Academy of Public Administration under the patronage of the President of Ukraine.
The member of the Board of several international, Ukrainian and regional public organizations. The author of 48 scientific and 26 popular articles, 6 brochures and 2 books.

In 2003 was awarded with the gratitude of the Khmelnytsky Oblast State Administration, in 2005 - Honorary Diploma of the Khmelnytsky Oblast State Administration. In 2006, for his significant personal contribution into the protection and conservation of biodiversity and landscapes, active promotion of the environmental awareness was awarded with the Khmelnytsky Oblast Prize named after Peter Buchynsky in Science and Ecology. In 2008, for persistent work and excellence was awarded with the Diploma of the Public Organization for Reserve Affairs at Ministry of Environmental Protection and the Diploma of the Ministry for Environmental Protection of Ukraine. In 2009 was awarded with the prize "For the Educational Development" by the Association of the Ukrainian educational institutions of the private ownership. In 2010 was awarded with the Diploma of Metropolitan of Kiev and All Ukraine Vladimir.

My family: wife - Lyudmila Kazimirova, born in 1970 - Associate Professor, Department of Ecology, Director of the Botanical Garden (Khmelnitsky National University), son - Pavlo, born in 1997 - pupil, daughter - Diana, born in 2002 - pupil.
